Scottish Assessors Association (SAA)
The Scottish Assessors Association is the body that draws together Scotland's Assessors. Its public portal at saa.gov.uk is where you look up any Scottish council tax band or non-domestic rateable value by postcode, and where you lodge a proposal or appeal against a band.27
What the SAA is
The SAA was instituted in 1975, at the time of local government reorganisation, as a voluntary body that brings together all of Scotland's Assessors and Electoral Registration Officers. Each Assessor is responsible, in their own area, for council tax banding, non-domestic (business) rating and the electoral register. The Association exists to share knowledge and keep practice consistent across those areas; it is the Assessors, not the Association, who make the individual banding decisions.27
How to check a council tax band on saa.gov.uk
The Scottish Assessors' Portal gives free public access to the Valuation Lists (council tax bands) and Valuation Rolls (rateable values) for eligible properties across Scotland. Enter a postcode or address and the portal returns the band the Assessor has assigned. If you disagree with a band you can make a proposal through the same site; strict time limits apply, so check the grounds and deadline before you start.28
What the bands are based on
Scottish bands run on 1991 values, the same valuation date as England, with the E to H ratios uplifted in 2017.28 The Scottish Government has proposed two new high-value bands, I and J, for April 2028, subject to legislation. See our Scottish council tax bands page for the full table.
