Council tax in England has eight bands (A–H) based on the 1991 sale value of the property2. Wales uses nine bands (A–I) on 2003 values19. Scotland uses eight bands on 1991 values; two high-value bands, I and J, are proposed to be added from April 2028, subject to legislation28. The Band D bill is the benchmark; other bands are fixed ratios of it.
Why Band D matters
Local authorities set a Band D headline rate each year. Every other band is a fixed ratio of Band D: Band A is 6/9, Band H is 18/9 (twice Band D). The Welsh and Scottish systems use the same ratios, with Wales adding Band I at 21/9.
